(AP) ? The British film studio home to the James Bond franchise announced plans Monday for its first U.S. movie production facility at a site near Atlanta.

The large-scale film complex will be called Pinewood Atlanta and Pinewood will manage the facility under an agreement with a group of private investors. Plans call for the studio to be developed on 288 acres south of Atlanta in Fayette County and include at least five soundstages as well as production offices.

"Today's agreement is another step forward for the Pinewood brand internationally," said Ivan Dunleavy, CEO of Pinewood Shepperton PLC, which has studios in the United Kingdom, Canada, the Dominican Republic, Germany and Malaysia. Recent films shot at Pinewood Studios, based outside of London, include the upcoming Angelina Jolie film, "Maleficent," and "Jack Ryan," directed by Kenneth Branagh.

It's the fifth major studio development or expansion announced in Georgia in recent months. Last week, Atlanta-based developer Jacoby Development said it would build an estimated $1 billion multi-use project north of Atlanta that will include 12 soundstages as well as production offices and an arts and media school aimed at training the next generation of film industry employees.

The Pinewood project is a major coup for Georgia and opens the state to major, big-budget films that need large studio space. While Pinewood Studios has an office in Los Angeles, it chose the Southeast for its first U.S. production facility.

While California has numerous soundstages, not many have been built in recent years as the state has been grappling with the effects of runaway production and the lagging economy. A survey last year found California lost $3 billion in wages from 2004 to 2011 because of film and TV production moving to other states and countries, according to a report in the Los Angeles Times.

Half the wages went to states, including Georgia, that offer tax incentives and rebates to the industry. Other states included New York, Louisiana and North Carolina.

"Pinewood Atlanta's location will contribute significantly to Georgia's growing reputation as a top draw for movie and television productions," Georgia Gov. Nathan Deal said. "We welcome the business this world-renowned company will bring to the state and the jobs it will create for our crew base and supporting companies."

Last year, productions filmed in Georgia generated an estimated $3.1 billion in economic activity, a 29 percent increase from the year before. TV shows such as AMC's "The Walking Dead" film in Georgia, and recently "The Hunger Games" sequel, wrapped up in locations around Atlanta.

While studio developers building soundstages are not eligible for the state's generous tax credit program, the production companies making films are. Georgia currently provides a 20 percent tax credit for companies that spend $500,000 or more on production and post-production in the state, either in a single production or on multiple projects. Georgia also grants an additional 10 percent tax credit if the finished project includes a state promotional logo.

The Pinewood project is a joint venture with River's Rock LLC, which is an independently managed trust of the Cathy family, according to the studio. The Cathy family is known for establishing the Chick-fil-A fast-food restaurant empire based in Atlanta. The chain last year generated both criticism and support when company president Dan Cathy made comments against same-sex marriage. The company later said it would stop funding anti-gay marriage groups.

Pinewood will maintain a 40 percent interest in the venture and will also provide sales and marketing services under the agreement. Plans call for additional construction phases that could add several more soundstages. The project also includes a vocational job skills training program to help build up the state's workforce. Georgia already has an estimated 5,000 union and non-union professionals associated with the film industry along with more than 1,000 production suppliers and support companies.

County officials say 75 companies have been in contact saying they want to locate to the site and provide industry-related services.

"We are tremendously excited to be creating a world-class studio in the state of Georgia and are looking forward to working with Pinewood in the many years to come," said Jim Pace, managing partner of the investment group, River's Rock LLC. "The Pinewood brand is so well recognized in the global film industry and together there is a great opportunity to build an excellent facility that will attract the very best producers."

The project in Georgia has the possibility to be a major economic driver, allowing big-budget films to come to the state.

"It takes the state to a whole new level," said Matt Forshee, president of the Fayette County Development Authority, who has been closely involved in the project. "When you look at the films that have filmed in Georgia, for the most part, they have been smaller budget films, in the range of $20-25 million. This allows us to open up to larger budget productions, which means more expenditures occurring within the state, which becomes a bigger return on the investment on the state level for the tax credits."

CHICAGO ? It may be a man?s world, as the saying goes, but lesbians seem to have an easier time living in it than gay men do.

High-profile lesbian athletes have come out while still playing their sports, but not a single gay male athlete in major U.S. professional sports has done the same. While television?s most prominent same-sex parents are the two fictional dads on ?Modern Family,? surveys show that society is actually more comfortable with the idea of lesbians parenting children.

And then there is the ongoing debate over the Boy Scouts of America proposal to ease their ban on gay leaders and scouts.

Reaction to the proposal, which the BSA?s National Council will take up next month, has been swift and often harsh. Yet amid the discussions, the Girl Scouts of USA reiterated their policy prohibiting discrimination based on sexual orientation, among other things. That announcement has gone largely unnoticed.

Certainly, the difference in the public?s reaction to the scouting organizations can be attributed, in part, to their varied histories, including the Boy Scouts? longstanding religious ties and a base that has become less urban over the years, compared with the Girl Scouts?.

But there?s also an undercurrent here, one that?s often present in debates related to homosexuality, whether over the military?s now-defunct ?Don?t Ask, Don?t Tell? policy or even same-sex marriage. Even as society has become more accepting of homosexuality overall, longstanding research has shown more societal tolerance for lesbians than gay men, and that gay men are significantly more likely to be targets of violence.

That research also has found that it?s often straight men who have the most difficult time with homosexuality ? and particularly gay men ? says researcher Gregory Herek.

?Men are raised to think they have to prove their masculinity, and one big part about being masculine is being heterosexual. So we see that harassment, jokes, negative statements and violence are often ways that even younger men try to prove their heterosexuality,? says Herek, a psychologist at the University of California, Davis, who has, for years, studied this phenomenon and how it plays out in the gay community.

That is not, of course, to downplay the harassment lesbians face. It can be just as ugly.

But it?s not as frequent, Herek and others have found, especially in adulthood. It?s also not uncommon for lesbians to encounter straight men who have a fascination with them.

?The men hit on me. The women hit on me. But I never feel like I?m in any immediate danger,? says Sarah Toce, the 29-year-old editor of The Seattle Lesbian and managing editor of The Contributor, both online news magazines. ?If I were a gay man, I might ? and if it?s like this in Seattle, can you imagine what it is like in less-accepting parts of middle America??

One of Herek?s studies found that, overall, 38 percent of gay men said that, in adulthood, they?d been victims of vandalism, theft or violence ? hit, beaten or sexually assaulted ? because they were perceived as gay. About 13 percent of lesbians said the same.

A separate study of young people in England also found that, in their teens, gay boys and lesbians were almost twice as likely to be bullied as their straight peers. By young adulthood, it was about the same for lesbians and straight girls. But in this study, published recently in the journal Pediatrics, gay young men were almost four times more likely than their straight peers to be bullied.

At least one historian says it wasn?t always that way for either men or women, whose ?expressions of love? with friends of the same gender were seen as a norm ? even idealized ? in the 19th century.

?These relationships offered ample opportunity for those who would have wanted to act on it physically, even if most did not,? says Thomas Foster, associate professor and head of the history department at DePaul University in Chicago.

Today?s ?code of male gendered behavior,? he says, often rejects these kinds of expressions between men.

We joke about the ?bro-mance? ? a term used to describe close friendships between straight men. But in some sense, the humor stems from the insinuation that those relationships could be romantic, though everyone assumes they aren?t.

Call those friends ?gay,? a word that?s still commonly used as an insult, and that?s quite another thing. Consider the furor over Rutgers University men?s basketball coach Mike Rice, who was recently fired for mistreating his players and mocking them with gay slurs.

If two women dance together at a club or walk arm-in-arm down the street, people are usually less likely to question it ? though some wonder if that has more to do with a lack of awareness than acceptance.

?Lesbians are so invisible in our society. And so I think the hatred is more invisible,? says Laura Grimes, a licensed clinical social worker in Chicago whose counseling practice caters to gay, lesbian, bisexual and transgender clients.

Grimes says she also frequently hears from lesbians who are harassed for ?looking like dykes,? meaning that people are less accepting if they look more masculine.

Still, Ian O?Brien, a gay man in Washington, D.C., sees more room for women ?to transcend what femininity looks like, or at least negotiate that space a little bit more.?

O?Brien, who?s 23, recently wrote an opinion piece tied to the Boy Scout debate and his own experience in the Scouts when he was growing up in the San Diego area.

?To put it simply: Being a boy is supposed to look one way, and you get punished when it doesn?t,? O?Brien wrote in the piece, which appeared in The Advocate, a national magazine for the gay, lesbian, bisexual and transgender communities.

Joey Carrillo, a gay student at Elmhurst College in suburban Chicago, remembers trying to be as masculine as possible in high school. He hid the fact that he was gay, particularly around other athletes. As a wrestler, he says he never wanted to hear someone say, ?Oh, THAT?S why he wrestles.?

In fact, though more gay and lesbian athletes are coming out in college, gay male professional athletes in major sports have waited to do so until they have left their sport, one of the more recent being Robbie Rogers, an American soccer player who played professionally in England. There have been reports that gay male athletes who are currently playing may be on the verge of going public.

But women have already done so with little backlash.

U.S. soccer star Megan Rapinoe, for instance, came out right before she played in last year?s Olympics. WNBA star Seimone Augustus and the league?s No. 1 draft pick, Brittney Griner, are some of the more recent female athletes to follow suit.

In Hollywood in recent years, both openly gay men and lesbians have had successful careers. And when it comes to television and movies, it appears there are more high-profile gay male characters.

Still, while many see the two dads on the ?Modern Family? sitcom as groundbreaking, others have a sense that the societal discomfort with gay men as parents is at the root of many of the jokes.

?A good portion of that is for comedic effect,? says Don Todd, a 32-year-old father in a two-dad family in Orange, Calif. He doesn?t think most people would think it was as funny if the characters were two moms.

Herek, the researcher at UC-Davis, has, in fact, found in surveys that heterosexuals think lesbians would be better parents than gay men.

Nancy Dreyer, a mother in a two-mom family, has noticed this in her own life.

?With gay male friends of ours who have kids, people will say, ?My gosh, who takes care of this baby?? ? as if they?re not capable,? says Dreyer, whose 57 and lives in suburban Boston.

The assumption, she says, is that men aren?t nurturing. And if they?re too nurturing, she says, people get suspicious, noting that no one has ever questioned her and her partner about their ability to raise their son, who?s now in college.

She?s noticed the different ways society treats gay men and lesbians, partly because she has a brother, Benjamin Dreyer, who?s gay. The Dreyer siblings say it?s difficult to compare their experiences because Benjamin came out in college, and Nancy in her early 30s.

So he was the first to tell their parents. ?They yelled at me. They took you to dinner,? Benjamin Dreyer, who?s 54 and works in publishing in New York City, now jokes with his sister.

Truth was, as a young gay man coming of age as the AIDS epidemic took hold, his parents simply worried, and with good reason, his sister says.

There?s little doubt, they both say, that AIDS influenced the perception of gay men.

Benjamin Dreyer says he dealt with societal bias by avoiding it, and surrounding himself with people he knew would be supportive, including his parents, eventually.

But he?s also realizing how quickly the need to do that is disappearing. He was surprised and pleased, for instance, when he attended his nephew?s high school graduation last year. There, he saw a gay male graduate with his boyfriend, open and accepted by all his peers.

?It?s mind-boggling,? Benjamin Dreyer says. ?It?s wonderful.?

Carrillo, too, decided to live openly when he arrived at Elmhurst College. He joined a fraternity and even painted a rainbow ? a common symbol of the gay community ? on his fraternity paddle. To his surprise, there was some backlash from a couple of his straight fraternity brothers who feared people would think their fraternity was the ?gay fraternity.?

?There?s a long way to go,? says Carrillo, who graduates next month. But he still feels hopeful.

?Honestly, I see it ? everywhere there?s progress.?

PROVIDENCE, R.I. (WPRI)- Local businesses says a bill now being considered in Congress that would end tax-free shopping online would help them right here in Rhode Island.

The United States Senate is set to vote on the Online Fairness Act, which would require online retailers to tax purchases and send the revenue to the state in which the shopper lives.

Rhode Island small business owners say a tax on internet sales would make local businesses more competitive, and that it's the right move.

Matthew Bird has owned Providence's "The Curetorium" for seven years. He says he faces stiff competition from some online retailers that don't have to charge sales tax.

"There are a lot of times when people come into the store and they fall in love with an item. They take a picture or record it somehow so they can go find it later online," said Bird.

But not everyone supports the bill.

Opponents of the bill say it could put an unfair burden on online businesses and consumer advocates say the bill could actually hurt shoppers.

"Any time you increase the cost to consumers, from the consumer's perspective, that's a bad thing," Bird said.

States claim they lost out on $23 billion in revenue last year because they couldn't tax online sales.

The Senate is scheduled to vote on the bill May 6.

Akamai: Average U.S. Internet Speed Up 28% YoY, Now At 7.4 Mbps, But South Korea, Japan And Hong Kong Still Far Ahead

akamai_blue_logoAkamai published its quarterly “State of the Internet” report for the last quarter of 2012 today. The report, as usual, looks at global Internet speeds, as well as the state of Internet security, the number if IPv4 numbers in use and similar metrics. Internet speeds, of course, are the most interesting numbers for users in this report. There, South Korea has long been in the lead and that’s not likely to change anytime soon. Interestingly, though, the average Internet speed in South Korea has slowed down a bit lately. At an average speed of 14 Mbps, South Korean Internet users now surf 4.8% slower than last quarter and 13% slower than a year ago. In the U.S., Akamai found, the average connection now clocks in at 7.4 Mbps. That’s up a respectable 28% year-over-year and 2.3% since last quarter and enough to rank the U.S. as #8 on Akamai’s list. Currently, about 19% of U.S. Internet connections deliver speeds over 10 Mbps+ connections. It’s encouraging to see that this number increased 90% since last year, though growth in this metric seems to have stalled a bit, as the U.S. only registered a low 5.5% increase since last quarter. Overall, the ten countries with the fastest connections saw relatively minor speed increases over the last quarter, ranging from just 0.1% in the Netherlands to 7.4% in Sweden. Globally, though, the average connection speed grew by 25% year-over-year. The only country to see a major dip in speeds since the last quarter was Guatemala (39%). As for mobile connectivity, Akamai reports that its partner Ericsson found that over mobile data traffic around the world grew 28% in the last quarter alone and doubled year-over-year. Android and Apple’s Mobile Safari are almost even here when it comes to connections over cellular networks (35.3% vs. 32.6%), but taking all connections into account (that is, including WiFi), Apple accounts for 58.7% of requests compared to 21.7% for Android Webkit. In this quarter’s report, Akamai is also taking a closer look at DDoS attacks. The company says its own customers reported 768 attacks in 2012, a 200% year-over-year increase. While this is not necessarily representative of the Internet as a whole, it’s yet another indication that the number of these attacks across the Interent continues to increase.

Revere had come to the plate with one out, the bases loaded and the game tied in the bottom of the sixth inning. It was his chance to do some damage, to give the Phillies a lead. He grounded into a deflating inning-ending double play.

?I was really ticked,? Revere said. ?I thought that sucker was up the middle but it just stuck there and the shortstop grabbed it.?

Revere was still upset when he came back to the dugout after the next half inning so he retreated to the clubhouse and remembered some advice his mother had given him: When things aren?t going well, find a quiet place, ?your happy place,? Revere said, and re-focus.

?I gave myself a time out,? he said. ?I came to my happy place and it helped me.?

Two innings after grounding into that double play, Revere lined a pitch up the middle to break a tie and help propel the Phillies to a 7-3 win over the St. Louis Cardinals (see Instant Replay).

The Phillies, still spinning their wheels 19 games into the season, are 8-11.

Clutch hits haven?t been easy to come by for this Phillies team, but they were plentiful in the late innings of this game.

The Phils fell behind, 3-2, in the top of the seventh when a two-base error by Chase Utley led to an unearned run.

Number-eight hitter Erik Kratz started a string of big hits late in the game when he opened the bottom of the seventh with a single off Cardinals starter Jake Westbrook. Pinch-hitter Laynce Nix then had a terrific, 10-pitch at-bat against reliever Fernando Salas that culminated with Nix driving a game-tying double to left-center. Kratz, not the fleetest runner on the roster, scored in a mad first-to-home dash.

The hits kept coming in the eighth ?- six of them to be exact.

It all started with Michael Young?s infield hit off reliever Mitchell Boggs? glove. The hit improved Young?s hitting streak to 12 games. The next batter, Domonic Brown, singled, and Revere followed with his tie-breaking hit. One pitch later, Kratz pounded a fastball deep into the night for a three-run homer as the Phillies won going away.

The bottom of the order really keyed the Phillies? comeback. Young, hitting fifth, had an important infield hit. Brown, hitting sixth, had a couple of walks and an important hit in the eighth. Revere, hitting seventh, had the tie-breaking hit. Kratz, hitting eighth, had two huge hits in the seventh and eighth. And pinch-hitters Nix and Kevin Frandsen came through in the nine-hole.

?It was a good team win,? Revere said.

Manager Charlie Manuel hoped a win like this, where the Phils overcame an error and turned it on late, would get his team moving in the right direction.

?We have to put all phases of our game together and let it run like a machine,? he said. ?We?re not there yet. Hopefully tonight will get us started.?

Starting pitcher Kyle Kendrick struggled to keep his pitch count down, but he still managed to give his club six innings on a night when he didn?t have his best stuff. Kendrick stranded runners at second and third in the second and did some nifty escape work in the fourth and sixth innings. He got big outs with runners in scoring position in both innings.

?He hung in there and did a really good job,? Manuel said.

?On nights you don?t have your good stuff you have to battle and keep your team in the game,? Kendrick said. ?I was able to keep the damage at a minimum. It was a nice win for us.?

The eighth-inning rally sent the crowd of 35,115 home happy. Earlier in the game, the fans were a little upset. Maybe it was an early base-running blunder by Utley or a ball falling in front of Brown in left field. Some fans thought Brown should have made the play and they let him hear about it. When Brown did make a catch later that inning, he earned some mockapplause.

By the end of the night, the applause was real. The Phillies got some clutch hits and everyone left happy.
