Boehner says Obama should take lead on immigration

WASHINGTON (AP) ? House Speaker John Boehner on Friday said it was time to address immigration policy and urged President Barack Obama to take the lead in coming up with a plan that would look at both improved enforcement of immigration law and the future of the estimated 11 million people living in the country illegally.

Immigration policy, largely ignored during Obama's first four years in office, has reemerged as a key issue as Republicans seek ways to rebound from the beating they got from Hispanic voters during the presidential election. More than 70 percent of Hispanic voters supported Obama, who has been more open than Republicans to comprehensive overhaul of immigration laws.

"It's just time to get the job done," Boehner said at a news conference. He said lawmakers from both parties want to resolve the issue. "But again, on an issue this big, the president has to lead."

But Boehner would not commit to supporting legislation that might open a pathway to citizenship ? an idea that most Republicans have strongly opposed ? for those living in the country illegally.

"I'm not talking about a 3,000-page bill," he said. "What I'm talking about is a common-sense, step-by-step approach to secure our borders, allow us to enforce the laws and fix a broken immigration system."

Senate Majority Leader Harry Reid said after the election that the vote showed that Democrats are the party of diversity, and he plans to bring up an immigration reform bill next year. He said Republicans would block such legislation at their own "peril."

Boehner, in an earlier interview with ABC, appeared to open the way for discussion on immigration by saying that a comprehensive approach is long overdue, and "I'm confident that the president, myself, others can find the common ground to take care of this issue once and for all."

That won praise from Sen. Chuck Schumer, D-N.Y., head of the Senate Judiciary subcommittee on immigration, who called Boehner's recognition of the urgent need for immigration reform a "breakthrough."

But Rep. John Fleming, R-La., also expressed concern that Boehner was "getting ahead of House Republicans when he commits to getting a 'comprehensive approach' to immigration."

"There's been zero discussion of this issue within the conference, and I'm urging the speaker to talk with House Republicans before making pledges on the national news," Fleming said.

Hispanics proved to be a critical source of support for Obama, and Republicans have since cited their failure to attract Hispanic voters as one reason for Obama's victory. The two candidates offered a stark contrast during the campaign.

Obama has been supportive to immigration law overhaul and in June announced that people brought here illegally as children who had graduated high school or served in the military would not be deported and would be granted work permits. GOP candidate Mitt Romney, meanwhile, supported more hardline policies and at one point called for "self-deportation" to shrink the number of people in the country illegally.

No. 8 Seminoles rally to beat Hokies 28-22

BLACKSBURG, Va. (AP) ? E.J. Manuel hit Rashad Greene with a slant pass that Greene took 39 yards for a touchdown with 40 seconds to play and No. 8 Florida State survived a scare to beat Virginia Tech 28-22 on Thursday night.

The Seminoles (9-1, 6-1 Atlantic Coast Conference) won their fourth straight and moved within a victory against Maryland on Nov. 17 of securing a spot in the ACC championship game Dec. 1.

The Hokies (4-6, 2-4) lost for the fifth time in six games and will have to beat Boston College and Virginia in their final regular season games to qualify for a bowl game for the 20th straight year.

The Hokies had gone ahead 22-20 on Cody Journell's 21-yard field goal with 2:19 remaining. The kick capped a 52-yard drive that stalled when Logan Thomas ran for 2 yards on third-and-3 from the 6.

The Hokies limited the Seminoles to 311 yards, more than 200 below their average for the season, and gained possession leading to the go-ahead field goal with a stellar defensive series.

After the Seminoles took over at their 20, Manuel threw incomplete on first down and James Gayle sacked him for a 10-yard loss on second down. A delay of game penalty moved the ball back to the 5 and, when the Seminoles tried running Devonta Freeman to the left, Jack Tyler caught him from behind in the end zone. Freeman tried to throw it, an illegal forward pass, and the safety pulled the Hokies to 20-19.

It also gave them the ball, but when they only managed a field goal, the Seminoles made them pay.

Limited to minus-15 rushing yards for the game, they got 7 from James Wilder Jr. on a fourth-and-1 play from their 41, and Manuel hit Greg Dent for 13 yards two plays later. After Manuel threw a pass away under pressure, he hit Greene on a short slant against a zone defense and Greene took it all the way.

The Seminoles opened a 20-10 lead with a 49-yard touchdown drive after recovering a fumble by Hokies wide receiver Marcus Davis. Manuel completed three passes on the six-play drive, including a 10-yard bullet to Greg Dent in the back of the end zone with 6:53 left in the third quarter.

Virginia Tech replied quickly, driving 80 yards in eight plays. Thomas hit Corey Fuller for 44 and 14 yards on the drive, and ran it in himself from the 5, bulling over several defenders.

The game was delayed for about 10 minutes in the third quarter when Virginia Tech safety Michael Cole was hurt and lay face-down and motionless on the field. As the crowd stood in silence, Cole was taken away by ambulance. The school said he had a neck sprain, but had feeling and movement in his extremities.

The Seminoles arrived with the nation's No. 3 scoring offense, averaging nearly 45 points, but the Hokies neutralized it for the first 27 minutes, allowing just a pair of field goals by Dustin Hopkins.

The Seminoles twice started drives near midfield early, and got nothing out of them. The first ended with Donovan Riley's interception of Manuel's pass at the 1, and the second with a three-and-out punt.

But after Thomas drove Virginia Tech 68 yards for the game's first touchdown, giving the Hokies a 10-6 lead, Manuel and the Seminoles ? held to zero yards at that point in the second quarter ? clicked.

Manuel hit Kevin Benjamin for 12 and 17 yards, and then Greene beat Kyle Fuller twice ? for 22 and 25 yards ? to finish a five-play, 71-yard drive in 1:58 to give Florida State a 13-10 lead.

On the Hokies' drive, Thomas connected with Fuller's older brother, Corey, on three third-down plays. The first went for 33 yards on third-and-9, the second for 15 yards on third-and-4 and the last for 4 yards and the touchdown on a perfectly thrown third-and-2 fade to the right corner of the end zone.

Florida State took a 6-3 lead after Tyler Hunter intercepted Thomas' pass at the Hokies 34. Virginia Tech had a chance to tie when it recovered a punt that was fumbled by Hunter at the Seminoles 30 on the next possession, but three plays netted only 4 yards and Cody Journell's 43-yard field goal was wide left.

Thirteen Ottawa people were swept up in a major multi-force police probe targeting organized crime in the Ottawa area.

The bust centered on illegal online gambling, mostly related to sports events including the NHL, NFL and the Olympics, said police.

Bets of several million dollars were placed over a six-month period.

?It?s a very lucrative operation,? said RCMP Supt. Sylvain Berthiaume, with organized crime and border security programs. ?The fact it?s illegal brings a whole new set of problems to people who owe money to individuals.?

It may be hard for the public to see the impact of dismantling a gambling ring, but police say such activities are often a foundation that supports most other criminal activity.

Illegal bookmaking, gambling and related crimes ? such as money laundering or loan sharking ? can be a key source of profit for organized crime networks, which can also pave the way for legitimate enterprises and thus strengthen groups.

Charges in the latest case, dubbed Project Amethyst, span a variety of offences, ranging from production of marijuana to gaming, extortion, book-making and others.

Collectively, the 21 arrested, who range in age from 27 to 70, face a total of 54 charges.

Most of those arrested are from the Ottawa-Gatineau area but others hail from Bolton and Plantagenet in Ont. and Thorne, Que.

The two-year investigation was launched in Sept. 2010 and brought together RCMP, OPP and Ottawa Police.

In July and September this year, police executed a series of search warrants in Ottawa and Gatineau.

RCMP said Friday there is ?no evidence? to suggest the network may be linked to any organized crime group outside of the national capital region.

But in 2001, eight Ottawa men were arrested in connection with an illegal gambling ring believed to be tied to the Rizzutto criminal organization. The $200-million-a-year bookmaking operation spanned the Ottawa, Toronto and Montreal area.

Led by the OPP, Project OLTRE led to 270 charges against 54 people, including several suspects with the same names as the men arrested in the latest probe.

Three accused, Benedetto Manasseri, Stephen Parrish and Gary Saikaley were slated to appear in Ottawa court on Friday.

Others have been released but will appear in court at a later date.

RCMP are not ruling out the possibility there may be more arrests.

Western Union Q3 earnings up 12.4 pct.

ENGLEWOOD, Colo. (AP) ? Western Union Co. said Tuesday that its third-quarter earnings jumped 12.4 percent, aided by more foreign-exchange revenue and strong online business.

Net income was $269.5 million, or 45 cents per share, in the July-September quarter, up from $239.7 million, or 38 cents per share, in the third quarter of 2011.

Western Union's services are widely used by people who wire money to their families in other countries.

Overall third-quarter revenue edged up 1 percent, to $1.42 billion. Consumer-to-consumer transactions, which account for about 80 percent of Western Union's revenue, declined 4 percent, to $1.15 billion.

Foreign-exchange revenue increased 15 percent, to $338.5 million.

The company noted the weak global economy and competition for money transfer business.

Looking ahead, Western Union estimated full-year 2012 earnings at $1.60 to $1.63 per share, down from a previous projection of $1.68 to $1.72 per share.

Western Union also announced a fourth-quarter dividend 12.5 cents per share, payable on Dec. 31 to shareholders of record as of Dec. 17. That's an increase from 10 cents per share in the third quarter.

In addition the company's board authorized new share repurchases of up to $550 million, expiring on Dec. 31, 2013.

In a management change, Western Union said that Stewart Stockdale, president of the Global Consumer Financial Services division, has left the company.

San Diego-based commercial real estate investor and developer Cruzan|Monroe, along with Cigna Investments Inc., have acquired DiamondView Tower, a 15-story 305,255-square-foot Class A office tower in San Diego for $121 million.

CBRE brokered the transaction of the building on behalf of the seller, Wereldhave USA, and noted that it?s one of the largest transactions to trade hands in the San Diego market this year.

?What helped the sale was the quality of the project and the location. It?s a great designed building, great window line, great floor place and it?s surrounded by amenities,? Louay Alsadek, CBRE?s executive vice president Investment Properties, who acted as a sales broker for the property, told Commercial Property Executive. ?In downtown San Diego, of the roughly 10-11 Class A buildings, more than half are owned by the Irvine Company, which is not going to be selling. That was a factor as well.?

Located at 350 Tenth Avenue, the Class A tower was the first to be developed as part of a major league ballpark in 2007, and sits just behind the right field fence of Petco Park, home of the San Diego Padres. The building offers personalized views of the field from every floor.

?Being located adjacent to the park is unique, just to be part of that energy,? Mark T. McGovern, CBRE?s senior vice president in its Debt & Equity Finance division, told CPE. ?It?s in the east village of San Diego where there?s a lot of nightlife and a lot going on. There?s been a significant amount of multi-families continuing to be built in that whole area, and it?s really the part of town you would want to live, work and play.?

DiamondView Tower features a two-story lobby that opens up to the ?Park at the Park,? an elaborate penthouse hospitality skybox on the entire 15th floor. It also offers the Fit Athletic Club, a state-of-the-art fitness center with an outdoor pool and deck overlooking Petco Park.

Tenants currently include the Fashion Institute of Design and Merchandising, Red Door Interactive, Cox Media, Comerica Bank and CBRE San Diego?s downtown office in addition to several creative, legal and financial firms. The building was 95 percent leased at the time of sale.

CBRE has been handling the leasing of the property since it was built, and will continue serving that function for its new owner.

?DiamondView Tower is one of the most uniquely positioned Class A office properties on the West Coast,? said Dennis Cruzan, principal of Cruzan|Monroe. ?As a local owner, we are very proud to acquire the property with our partner, Cigna.?

The new owner already has some plans for DiamondView Tower.

?There are some retail opportunities on the street level and they are going to be giving some thought to liven that up a little bit,? Alsadek said. ?The new ownership has a lot of experience in that sort of thing.?

McGovern, Scott Peterson and Jeff Rice of CBRE San Diego?s Debt & Equity Finance group arranged both the equity and the acquisition financing of approximately $86 million on behalf of the partnership between Cigna and Cruzan|Monroe.

Alsadek, Russell Ingram, Kevin Shannon, Evan August, Kraig Kristofferson, Stacy Meronoff and Andrew Taylor handled the sale for Wereldhave USA.
